TORONTO – Remarks made by a member of Parliament, who is also a doctor, suggesting illicit drugs such as fentanyl are a “painless” and “readily available” option to end one’s life are now the subject of a complaint filed to the College of Physicians and Surgeons of Ontario.
The complainant, Claire Brosseau, a 49-year-old woman who has been trying to get access to medical assistance in dying for persistent mental disorders that began when she was a child, said she was triggered by Dr. Marcus Powlowski’s “irresponsible, thoughtless and dangerous” words.
She takes issue with his supplementary opinion, attached to a special joint committee report published in June on medical assistance in dying and mental disorders as a sole underlying medical condition. In it, he wrote:
“The option to end one’s life remains, irrespective of MAID, readily available in Canada. Furthermore, there are painless options readily available. One example being illicit narcotics like fentanyl. To my dismay it is arguably easier for my teenage sons to access fentanyl in my hometown of Thunder Bay than it is for me (a doctor) to renew my Lipitor prescription (a cholesterol medication).”
The quote is included in Powlowski’s written argument against expanding access to MAID for mental illness until fundamental concerns are addressed. He outlines his reasons, saying it is impossible to determine that a person’s mental illness is irremediable, as required by law. He also raises the issue of access to mental health services and social supports, and says testimony from practitioners suggests there is no consensus on how to distinguish suicidality from rational decision-making.
In a section titled “Why do we try to prevent suicide?,” Powlowski analyzes the role of authorities in intervening in suicide attempts in order to prevent harm, versus personal autonomy. It’s there that the lines Brosseau takes issue with are written.
From Brosseau’s perspective, “He gave us information on how to kill ourselves,” she said in an interview from bed in Toronto, where she says she spends most of her days, hair bundled in a bandana.
Her written complaint has been reviewed by The Canadian Press, along with her emails with an investigator from the regulatory college, who said in the correspondence that Powlowski has until Oct. 22 to file a response before it goes to a committee for review.

However, Powlowski’s chief of staff said that the Liberal MP for Thunder Bay-Rainy River, who was an emergency room doctor before he was elected in 2019, had not received notification of the complaint and did not want to answer questions about it.
“He prepared something, but in the end, he decided he doesn’t want to comment on it,” William Fassett, his chief of staff, said over a phone call.
The college said it could not confirm whether an investigation was underway because the complaints process is confidential.
On Wednesday, the federal government said it will introduce legislation this fall that would bar people suffering solely from a mental illness to access medical assistance in dying.
THE COMPLAINT
Brosseau acknowledges in the complaint that a member of Parliament is entitled to freedom of speech. And though she was personally pained by the findings of the parliamentary committee — which Powlowski was the co-chair of and which recommended the federal government “indefinitely pause” an expansion of MAID to people with mental disorders — she says her complaint is separate from all of that.
“In a public document dealing directly with suicide, mental illness and medical practice, he stated that ending one’s life is ‘readily available,’ characterized illicit fentanyl as a ‘painless’ option, and added that fentanyl is arguably easier for his teenage sons to obtain than it is for him to renew a prescription,” Brosseau wrote.
“Those statements identify and normalize a lethal means, present a medically misleading account of opioid poisoning, and create a foreseeable risk of harm to vulnerable readers.”
Brosseau argues that Powlowski positions suicide in an attractive manner, contrary to the college’s standards, which characterize unprofessional behaviour as “words, actions or inactions by a physician that interfere with (or may interfere with) the delivery of quality care, public trust in the profession, the safety or perceived safety of others.”
“It is therefore reasonable for the college to examine whether the statement was misleading and whether Dr. Powlowski adequately considered its foreseeable impact,” Brosseau states in the complaint.
“It triggered me and I’m not the only one,” she said.
Avery Teplitsky, who says he’s spent most of his life in the mental health system, said he was also outraged by the level of disregard coming from someone who is both a doctor and an elected official. “It’s just completely missing the entire point,” Teplitsky, 53, said of Powlowski’s remarks.
In a blog post for Dying with Dignity, Justin Dickie also wrote about the fentanyl comments from his perspective as someone who lives with depression. “Does this sound like an unbiased party to you?” he wrote in August.
Less than a week before Brosseau filed the complaint, a Toronto judge denied her motion for a constitutional exemption from a law that currently prevents people from applying for MAID on the basis of mental illness alone.
She is also the plaintiff in a constitutional challenge, arguing that excluding Canadians whose sole underlying condition is a mental illness from accessing MAID is a breach of the Canadian Charter of Rights and Freedoms.
“I’m clinging to life by my fingernails,” she said.
Brosseau said she does not care if the timing of her complaint looks strategic with her court battle – she just wants Powlowski to acknowledge the danger of his remarks.
The regulatory college says complaints can result in issuing advice to a doctor on how to improve their practice or conduct; requiring remedial self-study; ordering the doctor to take specific courses; issuing a verbal caution; or, where appropriate, referring the matter to the Ontario Physicians and Surgeons Discipline Tribunal.
Brosseau said she wants Powlowski to make a public statement taking back what he said, and informing people of what happens when you overdose on fentanyl, including how awful it is.
“But what I want and what’s going to happen are two very different things.”

Maybe stop voting liberal?
And if the College of Physicians and Surgeons sides with the weakling they will be crushed.
Overreaction! And there are many ‘info sites’ on the WWW.
The issue is that with an overdose, and on your own terms, your organs are no longer viable or profitable. 💡
Canada is a country where suicide readily becomes a choice. I know, I attempted suicide a few years ago. I failed and checked myself into hospital. When I was released a few months later, my father called the RCMP and reported that I had escaped a mental hospital and was running around killing people with a knife. I had to spend another few days in hospital.
Disgusting! How dare this man negate the opinions of our credentialed and intellectually elite classes with a bit of common sense. The nerve in suggesting that people have freedom despite what the government may intend.
Personally I believe the doctor is merely expressing his knowing by virtue of his medical knowledge that there are options to negate perhaps the unnecessary high cost in support of the MAID option… Everybody’s seems so sensitive these days .. Perhaps individuals diagnosed and trying to cope with their unique mental disorders could be advised and with guidance to utilize effective media filters in assisting in them stepping away from potential triggers in comments … I’m not sure this Physicians intent was to cause harm only to perhaps offer a real option.. There are many .. it doesn’t have to be big Pharma
Carneys wife Diana should be eligible for MAID. She must have a mental illness of some sort being with Clowney.
Libbies hate the truth. They have made this country what it is. Buddy was speaking facts. Liberals have f8cked this country and deserve to be crushed.
So Brosseau, the complainant, is against comments about doing oneself in with fentanyl because it’s harmful to the health of patients, yet wants to expand MAID availability to every standalone mental illness? This is such a dumb argument.
Oh for heavens sake, I have a whole bathroom medicine cabinet full over over the counter drugs that I could use to do myself in with if I wanted to. Geeze.
Another Carney bootlicker shooting his mouth off.
Doctors should never have been forced into MAID…their job is to save and preserve life….if you want to go off yourself, find a way.
Carbon monoxide works great. You just fall asleep.
Canada under the Carney Liberals is truly a shameful place.
Yup. Now that a truth has been passes along to the general public, how do we collectively react? Scream and cry that your feelings are hurt until it “goes away”. Time to start swallowing some pretty hard pills (no pun intended). Do-gooders have RUINED a generation by coddling kids into non-reversible addicts that get FREE MONEY every month to become HORRENDOUS addicts. Where does this problem go?
I see said the blind man to the deaf mute
Fauci could be in charge of MAID program, he would have done well in 1940s Germany
Fent available for libbys and live stream it
If you really have to off yourself I suggest using the guillotine. No chance for a botched killing and while you are laying there staring at that blade you just may have a change of mind?
Specious complaint from a gutless activist.
This MPs reasoning is ridiculous. Promoting self-suicide with illicit drugs that may cause potentially other side effects and not death as a result. I wonder how many are now seeking MAID as the Canadian healthcare system has totally failed them, like wanting years in pain for a surgery.
Germany in 1930s and 1940s had the T-4 program. Is Canada now going in the same
Direction?
“No, Medical Assistance in Dying (MAiD) in Canada is not considered suicide by life insurance providers, provided the process follows all legal requirements.” Here is the AI answer to the insurance question. So now the question becomes whether the complaint was filed based on that answer.
“You end up in very bad places one step at a time.” Jordan Peterson. MAiD has morphed from providing end of life pain relief to some calling for it to be “available to anyone at any time, without limitations or extended wait times.” What next, the elderly and infirm forced to take MAiD to save the government money in social assistance, healthcare and pensions. Is there NO limit to the degeneracy that our society will stoop under this Carney Liberal government being pushed by their left wing elbows up idiots.
So Global censored my comment asking a legitimate question about whether insurance companies will cover MAiD as normal death or whether they consider it to be s**cide and do not pay out a life policy. They may consider using fentanyl to take ones own life as s**cide and refuse to pay out. So could that be the deciding factor in a complaint being filed?
@Bethany. So you think MAID should be available to anyone at anytime for any reason? So if a person loses their job and is unhappy MAID should be allowed? Or if someone breaks a leg? What limits should there be.
Metal illness alone should not justify MAID. There is no glory in suicide of any means. How about more treatment for mental illness. Yet again Canada healthcare systems fails its citizens.
MAiD should be available to everyone and anyone, without limitations or extended wait times. The reason for a person wanting MAiD shouldn’t have to be reviewed or justified. There is no reason people should have to continue to live with whatever suffering they are undergoing.
I am not a Liberal fan but is this what Canadians are so consumed with. This is just 1 MPs opinion. Like who care…
Sounds like the person raising the complaint is triggered and outraged about many things. Typical Carney Liberal
In my opinion, this complaint is baseless. MAID should be readily available. In the case of mental illness-like depression-treatment resistant depressio- is dehabilitating. If sufficient time has passed, and proper safeguards are in place, a compassionate society would allow MAID.
So an advocate for expanding MAID is upset that a doctor presented alternate methods of doing the job? Make it make sense for me
Why isn’t it stated this MP is a Liberal. If it was a Conservative MP it would be the top news event on CBC.
Warning the following statement that everyone already knows is true may be triggering:
Pulling a trigger by the triggered is just as cheap, painless and easy too.
Canada has lost 110k jobs in 60 days. Total failure by Carney.
Marcus was another Trudeau bootlicker, having said that his comment is true. Just go check out Downtown East Side Vancouver. Lots of self MAID going on.
Truth and words seem to offend Liberals.
Oh, is the one begging for someone else to end her life over mental health issues overwhelmed?
Triggered?
The Doctor stated a scientific fact and liberals are attacking the scientific fact.
Par for the course.
The LPC owns this. 5th or even 4th leading cause of death in Canada is MAID.
