The owner of two spaniels and a Rottweiler in Penticton could face animal cruelty charges. The dogs were seized by the SPCA who say the animals were living in squalid conditions and confined to a cage. Globals’ Shelby Thom reports on the neighbor’s quest to rescue the dogs, and what took the animal welfare organization so long to intervene.
