Amid ongoing trade tensions with the United States, Prime Minister Mark Carney announced Thursday that Ottawa will spend $4.7 billion to build and maintain 313 VIA Rail passenger cars domestically in Canada.
Flanked by ministers and factory workers in Thunder Bay, Carney noted it will be the first time in four decades that the VIA cars will be produced “right here in Canada” — rather than the U.S.
“For the first time in four decades, those cars will be produced and assembled and maintained in our country. Cars that used to be built in the United States will be built right here in Thunder Bay at Alston,” Carney said, adding that amid the U.S. trade war, “Our country is being tested.”

“Two weeks ago, we made the right decision to suspend our trade negotiations with the United States. We couldn’t accept what they’d offered. We wouldn’t give what they asked. As a result, the U.S. has imposed new tariffs designed to hurt and divide us.”

“That’s a miscalculation because Canadians will always take care of each other. And it’s a miscalculation because we have everything we need to build the country we want,” Carney added.
Carney said the construction of the fleet, which will be done by Alstom, will directly support 700 jobs in Ontario and Quebec. The prime minister said Alstom will “maximize” the use of Canadian steel in the work.

VIA Rail loses roughly $375 million to $385 million annually from its core operations. As a Canadian federal Crown corporation, VIA Rail relies heavily on government subsidies to stay afloat. It is structurally unprofitable because passenger fares do not generate enough revenue to cover the massive overhead costs of running a nationwide passenger rail system.

Each train car will cost over 15 million dollars, how many years will it take to get a return, if in fact the price does not go up. A brand-new commercial passenger train car in Europe generally costs between €2 million and €3.5 million (roughly $2.2 million to $3.8 million USD), depending on the specifications, features, and order size. What a joke.

The problem with VIA is not the cars but the reliability of the schedule. We traveled Winnipeg to Edmonton and arrived 16 hours late. No apologies. This was, apparently, routine. Spend the money to fix that.

Pierre Elliott Trudeau’s government decisions in the early 1980s essentially ended the continuous manufacturing of domestic passenger trains for VIA Rail for decades, forcing the country to rely on foreign imports.

Empty talk of ‘unity’ is useless; it just masks Carney’s incompetence. If the high tariff issue isn’t resolved, companies will inevitably shut down or relocate to the U.S. over time. This will lead to mass layoffs of Canadian workers, resulting in long-term unemployment. How do you plan to solve the livelihood problems of these unemployed people? Is it enough to just tell them, ‘Canadians must stand united to overcome these difficulties together’? Stop repeating empty slogans with Carney. Quit focusing on holding press conferences to whip up public sentiment, and start finding real solutions. That is what Carney should be doing as Prime Minister.
